JoEllen Kelly

JoEllen KellyJoEllen Kelly, Ph.D. is a project manager for the Everyone Goes Home® program. Her areas of oversight cover several of the 16 Firefighter Life Safety Initiatives (FLSI), including Behavioral Health (13), the Research Agenda (7), Occupational Medicine (6), and Risk Management (3). She is the administrator of the Vulnerability Assessment Program (VAP), and editor/author of three NFFF books. She is an expert on fire service survivor benefits. Dr. Kelly’s doctoral degree focuses on interdisciplinary research and was awarded from the University of Maryland. She joined the NFFF in the immediate aftermath of 9/11 and was part of the NFFF response team to that tragic event.
