Charles P. Frank‚ 56‚ Deputy Chief of the West Weathersfield Volunteer Fire Department‚ died of a heart attack at the scene of a car fire in Springfield on November 8‚ 1998. An Assistant State Fire Marshal and former police officer‚ he taught children about fire safety.
